Introduction


The DoD Instruction 1344.07, issued on March 30, 2006, establishes policies and procedures for personal commercial solicitation on DoD installations. The instruction mandates the collection and sharing of information regarding personal commercial solicitation violations on DoD installations. Verified users can use this portal to submit potentially predatory financial activity for program review, verification and inclusion in the report.

Applicability and Scope


The instruction applies to various DoD entities, including the Office of the Secretary of Defense, Military Departments, Combatant Commands and Defense Agencies. It excludes services provided by residential service companies (e.g., milk or laundry delivery to personal residences) authorized by installation commanders. Personal commercial solicitation includes meetings involving commercial solicitation by private, nonprofit, tax-exempt organizations.

Policy and Safeguarding


The policy aims to safeguard and promote the welfare of DoD personnel as consumers. It establishes a uniform approach to the conduct of personal commercial solicitation and sales by dealers and their agents. Failure to adhere to this policy may result in limitations or denial of solicitation privileges on military installations.
